Constructs and initializes a new instance of the DateTime structure with a specified year, month, day, hour, minute, and second.
Parameters

- A int containing the day (1 through the number of days in month).
- hour
- A int containing the hours (0 through 23).
- minute
- A int containing the minutes (0 through 59).
- second
- A int containing the seconds (0 through 59).
