Converts an OS-specific value to a Mono.Unix.Native.Errno.

Returns
true if the conversion was successful; otherwise, false.
Remarks
This is an exception-safe alternative to NativeConvert.ToErrno.
If successful, this method stores the managed equivalent value of value into rval. Otherwise, rval will contain a 0 cast to a Mono.Unix.Native.Errno.
